Scope:
Product or material designed or clearly intended for use in play by children less than 14 years of age to be played with normal use or possibly unreasonable use according to a child’s habits.

- Tricycles, scooters, pedal cars and similar wheeled toys, and dolls’ carriages (HS code 9503.00.10).
- Dolls (HS code 9503.00.21).
- Electric trains, incl. tracks, signals and other accessories (HS code 9503.00.30).
- Reduced size (“scale”) models and similar recreational models, working or not (HS code 9503.00.40).
- Other construction sets and constructional toys, of materials other than plastics (HS code 9503.00.50).
- Stuffed toys representing animals or nonhuman creatures (HS code 9503.00.60).
- Puzzle of all kinds (HS code 9503.00.70).
- Numerical, alphabetical or animal blocks or cutouts; word builder sets; word making and talking sets; toy printing sets ; toy counting frames (abaci); toy sewing machines; toy typewriters (HS code 9503.00.91).

Toy bicycle within the scope is defined as a two-wheeled vehicle, with or without stabilizers, with a maximum saddle height of 435 mm and which is propelled solely by the muscular energy of a child on that vehicle, in particular by means of pedals.
Scooter within the scope is defined as a ride-on toy which is propelled by the muscular action of the user or other means and may be foldable or not, intended for children with a body mass of 50 kg or less and comprised of at least one platform for standing, at least two wheels, and a steering system equipped with an adjustable or fixed-length steering tube.
